  18. <p>     Hoping to flush insurgents from the bush, draw them to the
  19. negotiating table and end a two-decade-old rebellion, newly
  20. elected Philippine President Fidel Ramos has proposed
  21. legalizing the Communist Party to allow its members to
  22. participate openly in the political process. So far, rebel
  23. leaders have not rushed forth with white flags. They question
  24. Ramos' sincerity, recalling his cold-warrior reputation and
  25. tough line on negotiations when he was armed forces chief. They
  26. want more political reforms and more progress against poverty.
